MERCER McCONNICO DOTY December 16, 1999

RALEIGH - Mercer McConnico Doty, 76, died Tuesday, December 14, 1999 after a brief illness with lung cancer. Mr. Doty was born August 11, 1923 in Birmingham, Alabama. He was a 1948 graduate of the U.S. Military Academy with a MPA from the University of Pittsburgh.

He served his country in Korea and Vietnam as a Lieutenant Colonel in the Army. His experience with the Mobile Riverine Force in the battle of Rach Ba Rai River is recounted in Vietnam: The Decisive Battle. He was decorated twice for heroism under fire and awarded thr Joint Service and Army Commendation medals.

He was an intelligence officer in Berlin during the Cold War.

After retirement from the military, he served as director of Stae Government Reorganization under Gov. Robert Scott to reorganize 233 agencies into 17 departments. He served as the first director of the NC General Assembly's Fiscal Research Division which reviewed a $ 3.4 billion budget. He then served as director of the nonprofit NC Center for Public Policy Research, which evaluates state government programs and policies. He ended his career public service working and consulting with the N.C. Labor Commissioner and Secretary of State.

Mr. Doty is survived by his wife, Susan Doty of Raleigh; a brother, Luther L. Doty and wife Jean of Birmingham; his son, Mark Doty, wife Nancy and grandchildren, Mary Catherine and Steven of Fayetteville; his daughter, Virginia Doty of Raleigh; and stepdaughters, Wyndham Radcliff, husband Matt and grandchildren Ian Alexander and Royce McConnico; Hilary Dowless; and Stacy Wilder, husband Tom and grandchildren; Maggie, Logan, Pheiffer, and Nina.

A memorial service will be held Saturday, December 18th at 2 p.m. at St. Mark's Episcopal Church, 1725 New Hope Road in Raleigh with a reception following at the church. In lieu of flowers, memorials may be made to St. Mark's Episcopal Church Memorial Garden Fund.
