Carl C. Ulsaker, Army colonel and Postal Service official

Carl C. Ulsaker, 91, an Army colonel who retired in 1969 and became a senior assistant postmaster general, died June 22 at Reston Hospital Center of complications from a stroke. He was a Potomac Falls resident.

The death was confirmed by his daughter, Melissa Maas.

Col. Ulsaker joined the old Post Office Department in 1969 as Washington-area regional director. As a senior assistant postmaster general from 1974 to 1983, Col. Ulsaker oversaw a variety of initiatives to improve labor-management relations and other large-scale administrative duties involving manpower and cost control. He received the Postal Service's highest honors for achievement, including the Benjamin Franklin Award.

Col. Ulsaker served in the Army from 1942 to 1969, commanded infantry and combat units and was a veteran of World War II and Vietnam. His final active-duty assignment was executive officer to the Army's chief of information.

He received the Silver Star in April 1945 for his actions in World War II during the U.S. seizure of the town of Hamm, Germany. He braved enemy fire to signal to his company where to fire on German machine guns.

His other military decorations included three awards of the Legion of Merit, two awards of the Bronze Star Medal.

Carl Comer Ulsaker was a native of Carthage, Tex., and a 1942 graduate of the U.S. Military Academy at West Point, N.Y. He received a master's degree in English from the University of Pennsylvania in 1952. He graduated from the Army War College in 1963.

Survivors include his wife of 64 years, Patricia Goodwin Ulsaker of Potomac Falls; six children, Christopher Ulsaker of Centreville, Del., Michael Ulsaker of Glastonbury, Conn., Kenneth Ulsaker of McLean, Timothy Ulsaker of Ware Neck, Va., Melissa Maas of Alexandria and Jonathan Ulsaker of Columbia, S.C.; nine grandchildren; and three great-grandchildren.
