James Roe Semmens was born in Tillamook, Oregon on 4 January 1927. He was appointed to West Point from the 1st Congressional District.

Jim came to West Point after several years in the United States Army and two at Oregon State University. He soon distinguished himself as a mathematician and many classmates are indebted to him for help in calculus. Jim's skill with a movie camera was of invaluable aid in Army's many gridiron victories.

On graduation Jim went in the Infantry. His first assignment, after attending the Basic Officers Course at Fort Benning was to the 112th Regimental Combat Team, 28th Division, United States Army, Europe where he served from 1951 to 1954. Next Jim was assigned to Headquarters 7th Division in Korea from 1960 to 1961.

In 1962 he earned a Master of Science degree in Engineering at Texas A&M in 1962. Then Jim was assigned to the United States Army Reserve, Europe where he served from 1962 to 1964. His next assignment was to the 13th Infantry Regiment from 1964 to 1965.

Jim then went to Headquarters 5th Division from 1965 to 1966. Assignment to Headquarters, Armed Forces of the Dominican Republic in 1966 followed during the civil uprising there. Jim's last military assignment was to Headquarters, 1st Brigade, 7th Division, Korea from 1966 to 1967. This was a second tour with the 7th Division for him. Jim retired from the United States Army in 1967, after a total of twenty years of service, with the rank of Major.

On retirement he took a position as Senior Project Engineer with Crown Sellerbach Corporation.

Jim died in Turkey on 4 April 1975 while on assignment.
